We were given a pretty good example of how the feds can respond to emergencies during Katrina. If I was a governor I wouldn’t be so quick to point out I was relying on the Trump administration for help in case of an emergency.

The fact that the Feds responded poorly to Katrina was reason to fix that, not to say you can never trust the Feds for anything.
Moreover, in this case the Feds didn’t just fail, they prevented the states from succeeding, actively blocking anyone but CDC from making their own tests.
It is also the CDC’s responsibility to stockpile supplies for emergencies like this, and their failure for not doing so.
And you don’t want states competing with each other for supplies on the open market in a time like this, as it means wealthy states will get more than their fair share (while also paying too much). It would make a lot more sense to have the Federal government coordinate purchasing and distribution.
You just need to have competent people doing it.

There has been pretty ample evidence over the last four years that the people in charge are incompetent
(Puerto Rico being a big glaring example). If you banked on them helping in an emergency, it doesn’t let them off the hook, but it also reflects poorly on you.
